Former Mayor Announces Government Restructuring Proposals

BANGOR - At a news conference today, former Bangor Mayor, N. Laurence Willey, Jr., announced an in-depth proposal to restructure State government, saving the State several hundred million dollars. The report entitled “Restructuring State Government Can No Longer Wait,” analyzes two decades of historical data and commentary, with nearly forty specific recommendations to change the structure of State government, the approach to governing and methods to achieve efficiencies.
“It’s been 18 years since the State Restructuring Commission presented detailed recommendations to the Governor and Legislature to restructure State government,” said Willey. “I hope this updated review will in some small way assist the difficult task facing our present Governor and Legislature in controlling State spending.”
Areas covered in the report include agency combinations, some eliminations, welfare, education, the work force, transportation, and natural resources. According to Willey, the report traverses briefly into municipal-county government, but local budget changes require a separate restructuring analysis. Willey hopes his report will act as a catalyst for others to present additional suggestions for structural change that will result in long-term government savings.
Willey’s two-terms as Mayor and City Councilor in Bangor were credited with many innovative programs including zero-based budgeting, private contracting, expanding the tax base through private sector business development, and no increases in property taxes. After his mayorship, Willey went on to serve as a member of the State Restructuring Commission as a Governor McKernan appointee. He also served four years as the Governor’s Representative to Canada.
Willey is a practicing trial attorney in Bangor and has been listed as one of New England’s Top Trial Lawyers. He is board-certified in civil trial advocacy by the National Board of Trial Advocacy. Willey is a graduate of the University of Maine with undergraduate and graduate degrees in economics and community development. He earned his juris doctorate degree from Suffolk University Law School, where he graduated first in his sectional class and served as associate editor of the Law Review. He also completed the Senior Executive in State and Local Government program at Harvard University’s Kennedy School of Government. Willey has also served as an adjunct instructor at Husson University. Willey resides in Bangor with his wife. They have three adult children.
